This item is new but it does not come hangtagged, Everything in this listing is just as you see, candy pink satinette petals stitched to an organdy 2 ruffled lycra band. Adorable headpiece if you need flowers on stage. Now, you just slip it on but you must bobby pin or it is going to slip (I have seen enough little dancers and you start tapping and this thing is just going to move against hair) so just know you will need about 6 bobby pins per head , apply in a criss cross in 3 place and you are good to go. This item retailed for and is perfect (just try making one if you think that is pricey). This item is stretchy enough that it could be used for a tutu on a small child.
